The syllabi of a random sample of 72 institutions were found to be woefully inadequate in  their instruction of the 5 essential elements of reading instruction.  Only 11 institutions addressed at least one element.  Most of the instructional materials were considered to either be irrelevant  or not acceptable.  How is it that after 20 years of researched findings that we are still using practices that are not scientifically based, especially in our teacher training institutions?
